Connection Error Retry Policies/ Fault Injection support

Summary

Add retry policies for connection errors like a timeout waiting for a response or forming a connection. Failing to form a connection to gateway should mark the region as unavailable. Waiting for a response should only cause a retry for read operations and write operations should fail. Add the relevant fault injection errors to test these scenarios.
