[Feature]: Support Bisected Blocks

Summary

Add support for bisected packet blocks

Problem This Solves

Currently, if you create a packet block that is bisected only the bottom portion of the block will appear.

Proposed Solution

Implement some way of supporting bisected blocks, whether the block holds a child instance of its other half, or an entirely new packet block is created.

Alternatives Considered

Currently, users can manually create two separate bisected blocks at the appropriate location. This works visually, but isn't ideal.
