Bump moment and @vue/cli-plugin-e2e-cypress

Bumps [moment](https://github.com/moment/moment) and [@vue/cli-plugin-e2e-cypress](https://github.com/vuejs/vue-cli/tree/HEAD/packages/@vue/cli-plugin-e2e-cypress). These dependencies needed to be updated together.

Removes `moment`
