Background on the problem the feature will solve/improved user experience

As a Public Defender/Staff Member,
I want to add an add the defendants race to a new case,
so that the new case will have demographic details to determine if bias was present in sentencing

Describe the solution you'd like

Show the correct list of races in the drop-down when creating a new case.

• Selected race is added to the new submitted case

After spending some time with the team and a bit of time by myself on this issue, I think it might be a better idea to change the behaviour of the selector component so it has a default value like this:

When users click on the selectors, they will see this:

If the team decides to go this way, we must make sure the "Next" button is enabled only when a valid gender has been selected.
