Send Slack message on rewards payout #326
Description
Currently, whoever issues a Spark payout has to wait for up to 4h for spark-stats to have picked up all transfer events. Only then can they send the Slack message with payout statistics (total amount, participants). It would be great if spark-stats would send the message for you instead.
It could be tricky to tell when all transfers have happened. Further research is necessary.
