Basic Documentation for Benefit Analysts

As a Benefit Analyst
When I login to the BDT Builder application
Then I should have contextual access to documentation for:

• general concepts (e.g. DMN, form-js links)
• important UI elements (e.g. tooltips)
• topical user guides (e.g. "How to create your first benefit", "How to create your first screener form"
• (anything else?)

To produce the documentation site, using the simple python framework MkDocs which generates a static site from Markdown files and specifically designed for documentation sites.

Also added a github action to automate deployment when changes are made to the documentation markdown files

Site is deployed to firebase hosting at https://bdt-docs.web.app/

Just have introductory pages at the moment but planning to continue to flesh out the user guide.
