Align audience levels to ISCED 2011

Use a comment to indicate relevant ISCED level for audLevel concepts where possible.

Using International Standard Classification of Education, ISCED 2011, UNESCO Institute for Statistics (2012) as a source, particularly Section 9, pp 25 – 59

The following have no obvious / useful equivalent:

• audLevel:AdvancedLevel
• audLevel:BeginnerLevel
• audLevel:IntermediateLevel
• audLevel:ProfessionalLevel
• audLevel:RemedialLevel

These were discussed, and are generally inexact alignments we decide not to map

• audLevel:LowerDivisionLevel
• audLevel:PostSecondaryLevel
• audLevel:UndergraduateLevel
• audLevel:UpperDivisionLevel
• audLevel:SecondaryLevel

To discuss: the worst offender for being inexact illustrates the general problem most clearly. Being the first two years of an undergraduate degree, audLevel:LowerDivisionLevel can be regarded as effectively an equivalent level the two years covered by ISCED Level 5 – Short-cycle tertiary education. However, a if a Lower Division implies an Upper Division, i.e. that the program is leads to a Bachelor degree then it may be wrong to code it as ISCED Level 5, which is for short-cycle.

This problem happens because the CTDL Audience Levels depend on context as well as educational level.
