Need terms with Domains of Occupation and Job.

These are 3 unique definitions that can have definitions that indicate they are defined by the promulgating or authoritiative body. These are placeholder definitions.

High-skill - The resource requires skills defined as required qualifications as defined by the promulating or authoritative body.
High-wage - The resource provideds wages determined to meet requirements to be defined as significantly above the median pay as defined by the promulating or authoritative body.
In-demand - The resource requires significant quantities of workers as determined by the promulating or authoritative body.

High-skill, high-wage, or in-demand: Methodology, definitions, and listing of high-skill, high-wage, or in-demand (HSHWID) industry sectors or occupations. | Essential: The Governor must determine that a program provides an education aligned with the requirements of high-skill, high-wage, or in-demand industry sectors or occupations (34 CFR 690.91(1); 690.93(a)(1)).

They potentially could be in a concept scheme. What would it be called and defined?

To make sure we are on the same page, or rather same section of the Handbook: §3.14 Action Classes shows this as an example of specifying an Occupation has high workforce demand:

(BTW: I think the use of an Action Class in expressing workforce demand for an Occupation or Competency is very sensible because demand will vary with place and time. Using an Action Class lets you keep the same Occupation / Competency definition and say when and where the demand is, as well as who says it is in demand.)

So I was thinking that rather the free text values of targetNodeName in the CredentialAlignmentObject for result you were asking for a ConceptScheme to provide values for targetNode.

But that would require an agreement on names and definitions for all levels of workforce demand, which would be a stretch. Also I think High-Skill and High-Wage may be stretching the definition of "workforce demand".

So is what we really need:

• Add ceterms:Job to the domain of ceterms:hasWorkforceDemand
• Use the already available way of expressing In Demand
• Agree on one or more Action for expressing skill and wage levels

Creating new actions for high-skill and high-wage makes sense to me. This would enable promulgating bodies to articulate their own definitions and methodologies for these terms through a Process Profile, which we need to be able to do. A Concept Scheme wouldn't allow for this.
