fix(registry): correct SP800-185 reference URL under SHA-3

Summary

SHA-3 standards list currently references SP 800-185 but the URL incorrectly points to the FIPS 202 PDF.

Details

In schema/cryptography-defs.json under "family": "SHA-3":

• FIPS202 is correctly linked to the FIPS 202 PDF.
• SP800-185 currently links to the same FIPS 202 PDF, which is incorrect.

Proposed fix

Update the SP800-185 URL to the canonical DOI:

• https://doi.org/10.6028/NIST.SP.800-185
