Hazmapper & QGIS May be in Wrong Category #45

Notice
The Hazmapper and QGIS apps have been in "Visualization" category in User Guide", but will be in "GIS Tools" category in Portal when app redesign is launched.
Questions
- Which will be wrong, User Guide or Portal?
- Answer: User Guide. Add "GIS Tools" in User Guide.
