Unter Settings->Apps->Programs and Features->Turn Windows Features on or off

take the check mark away for Windows-Hypervisor-Plattform Windows-Sandbox

If "Windows-Sandbox" was ckecked:

uncheck "Windows-Sandbox" and Windows-Hypervisor-Platform
Restart Windows
vagrant up

if "Booting VM" still hangs: 4. open Oracle Virtualbox GUI manually 5. Restart Windows 6. vagrant up
