Incorrect interpretation of custom number formatting

Description

We have a cell with a custom number format defined in Excel as #.##0;"-/-" #.##0. The desired effect is that negative numbers should look like -/- 1000 instead of -1000 and that is what Excel does. Unfortunately in EPPlus, the property cell.Text returns --/- 1.000 instead. Attached is a repro. A workaround that we discovered is to change the number formatting to #.##0;-"/-" #.##0 instead.

So this was an issue checking for extra negative signs to remove. A PR has been made.
