Update workflow engine documentation and README.md

Based on experience in 2023/24:

• Add a "simulation leaflet"
• Use README.md as a very short intro
• Expand the documentation under doc/ with respect to starter.sh usage options, runtime checks etc.
• add MAINTAINER file with name of current maintainer
• add CONTRIBUTORS file with names of all who contributed
