Improve the management of email sending #23
Description
When creating an election, there is no management of errors in sending emails.
If for example, when sending the email Django cannot connect the user is not warned of an error.
For example this problem can occur with the use of the Gmail service which after a certain time prevents the connection to the google account, which prevents the sending of the mail. Currently, the election is still created but no email is sent and the user remains on the election creation page.
To avoid this you have to set up a try execpt system
