Make erp reopt version linked to pkg version #588
Description
The reopt_version in resilience_stats/api.py/class ERPJob(ModelResource) currently must be manually updated in addition to updating the version # in julia_src/Manifest.toml. This often gets overlooked. Could we link the two or just remove this from the ERPJob() fn?
