pinch+zoom on Windows with Chrome in kiosk mode

Zendesk #8473. User reports that with a Gigapixel map on Windows + Chrome in Kiosk mode, pinch and zoom of the Gigapixel map does not work as expected. The resulting behavior is that pinching zooms the entire page rather than just the map.
