Make it so column permissions are a union of all groups a user is part of

This requires passing all the applicable groups a user is part of over to torque, and then having it do the union as it has the relevant information.

The reason here is if someone is both and decision maker and a staff member, and the torque config ranks the staff configuration higher, the person will not see all the data they are entitled to.
