Host details is required when detecting the processing endpoint for failures #4963

Describe the suggested improvement
This means that even though we have access to the endpoint name via the FailedQ header no endpoint will be attached to the failure if we are not able to detect the host. In scenarios where messages from the ASB dlq is ingested by servicecontrol host info will not be available.
As #4945 shows the fix is easy but more testing is needed and ideally the API changed to reflect this:
- Sending endpoint should be made nullable
- Receiving endpoint should be kept non nullable but Host should be made nullable in endpoint details
