Microsoft Security Advisory CVE-2025-30399: .NET Remote Code Vulnerability (release-6.6)

Release a new version of ServiceControl 6.6 including the runtime from the Microsoft Security Advisory CVE-2025-30399: .NET Remote Code Vulnerability.

There are no code changes. The new .NET Runtime is included as part of the build process.
