Add comment explaining why UK needs to always use latest model version

Before this code:
```
            if country_id == "uk":
                country_package_version = None
```
We should indicate that we need to use the latest model version with the UK country package temporarily because the API is unable to run Python 3.13, which UK requires, given required Numpy updates
