Summary

Add student loan repayment and balance calibration targets to the loss function using SLC (Student Loans Company) official statistics.

Context

Currently, student loan repayments are not calibrated to external aggregates. Analysis shows PolicyEngine UK's modelled repayments are ~95% of FRS-reported values, but we should validate against official SLC statistics.

  • Borrower growth: 512k→563k undergraduate entrants (2023/24→2029/30)

The DfE provides a comprehensive dataset with 850 rows covering 2024-25 to 2073-74, broken down by plan type:

Implementation Notes

  1. Add targets to loss.py similar to existing benefit/tax targets
  2. Consider timing alignment (FRS year vs SLC reporting year)
  3. May need to decide whether to calibrate on modelled (student_loan_repayment) or reported (student_loan_repayments)
  4. Plan-level breakdown would require student_loan_plan variable in calibration
  5. For future years, use DfE forecasts to project calibration targets
