Description
Summary
Add student loan repayment and balance calibration targets to the loss function using SLC (Student Loans Company) official statistics.
Context
Currently, student loan repayments are not calibrated to external aggregates. Analysis shows PolicyEngine UK's modelled repayments are ~95% of FRS-reported values, but we should validate against official SLC statistics.
Proposed Calibration Targets (from SLC 2024-25 statistics)
Total Repayments by Country
| Country | Repayments |
|---|---|
| England (HE) | £5.0bn |
| Scotland | £203m |
| Wales | £229m |
| Northern Ireland | £182m |
| UK Total | ~£5.6bn |
Repayments by Plan Type (England)

- Projected peak: ~£492bn (2024-25 prices) / £863bn nominal in mid-2040s
DfE/OBR Forecasts for Time Series Calibration
The DfE publishes detailed forecasts through 2073-74 that could be used for projecting calibration targets:
Projected Outstanding Balance (Plan 1 only, declining)
| Year | Nominal | Real (2024-25) |
|---|---|---|
| 2024-25 | £32.7bn | £32.7bn |
| 2025-26 | £31.3bn | £30.3bn |
| 2026-27 | £30.0bn | £27.9bn |
| 2027-28 | £28.7bn | £26.0bn |
| 2028-29 | £27.6bn | £24.3bn |
Key Forecast Parameters
- RAB charge (write-off rate): 37% for 2026-27 cohort (reduced from 57%)
- Average lifetime repayment: £28,000 (2024-25 prices)
- Repayment completion rate: 56% of Plan 5 borrowers expected to repay in full
- Borrower growth: 512k→563k undergraduate entrants (2023/24→2029/30)
Full Forecast Dataset
The DfE provides a comprehensive dataset with 850 rows covering 2024-25 to 2073-74, broken down by plan type:
Implementation Notes
- Add targets to
loss.pysimilar to existing benefit/tax targets - Consider timing alignment (FRS year vs SLC reporting year)
- May need to decide whether to calibrate on modelled (
student_loan_repayment) or reported (student_loan_repayments) - Plan-level breakdown would require
student_loan_planvariable in calibration - For future years, use DfE forecasts to project calibration targets
