Update SNAP utility allowances for FY2026 when available

Summary

The current SNAP utility allowance parameters (SUA, LUA, phone) have values through FY2025 (October 2024). FY2026 values (effective October 2025) need to be added when the USDA publishes the updated table.

Notes

• FY2026 runs October 1, 2025 – September 30, 2026
• States with non-standard effective dates:
  • Indiana: May 1
  • Maryland: January 1
• The One Big Beautiful Bill Act (OBBB) may affect SUA calculations (internet costs removed from shelter expenses)
