*-psresource not populating empty cache in ACR

Prerequisites

• Write a descriptive title.
• Make sure you are able to repro it on the latest released version
• Search the existing issues.

Steps to reproduce

When ACR is configured to cache resources from MAR, *-psresource will return not found. ORAS.exe is able to pull the artifact. It seems the difference might be the tag?

Command returns success
