What happened?

When using VC Code multi-root workspaces mode, file picker only provides files from the first workspace.

Steps to reproduce

1. Create a multi-root workspaces mode project (docs)
2. Open the *.code-workspace file
3. Create a.txt in workspace 1, and b.txt in workspace 2
4. Try to add the file and observe that b.txt would be missing from the list

I'm facing this issue as well :( Roo code is not able to access @git-changes of the 2nd or 3rd workspace folder.
