Arduino project property changes must be forced

Basically my workaround updates were not taken into account when
debugging.
One can aargue that the force is needed but I like the idea that setting
the arduino properties is a "full reset" action
Note that with the 4.4 changes a project open/close is also a "full
reset" and far quicker when "resetting" multiple projects in one go
