allow for scrolling through rules, and other ways to organize them

when i have a bunch of rules, the only way to see the new ones is to zoom out. but that can get annoying with a bunch of rules. what if you could drag rules between windows, drag the windows into other windows, colapse windows, name windows, and more to help with organization?

Use alt+scroll to scroll through the paddles. (control+scroll on Mac)

Collapsing a paddle deletes it, but being able to name windows and put them into diffferent groups would be really helpful.
