Deploy clean API with add neuron functions

Make sure that, if the API is deployed, the user can

• submit metadata to an image
• get the VFB id back if the supplied image metadata is valid

Valid means:

• image exists & has passed QC
• the various non-optional fields in the API refer to valid VFB entities (templates, neuron types etc)
