Update docs workflow and curl patch script

- Rename 'Docs Root Deployer' job to 'Docs Experimental Deployer' in `docs.yml` workflow
- Enhance `curl_stfp_patcher` script:
  - Add installation of `openssl` and `libssl-dev`
  - Configure curl build with OpenSSL support
