Bump tmp and @wordpress/env

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependency [@wordpress/env](https://github.com/WordPress/gutenberg/tree/HEAD/packages/env). These dependencies need to be updated together.


Removes `tmp`

Updates `@wordpress/env` from 5.16.0 to 10.28.0
