impossible to stop the initial venv console process

Description
After starting netbeans, if VEnv console was open in the previous session a process named «Starting» runs indefinitely; and cannot be canceled

Steps to reproduce the behavior:

1. In a python project open VENV console
2. Close netbeans without closing the VENV console
3. Open netbeans
4. See the «Starting» proccess stucked

Expected behavior
That after starting netbeans, if in the previous session I have VENV console open, the process start the console or I have the option to cancel it.
