Add flag to author names on PR overview page

Is your feature request related to a problem? Please describe.

When working with teams that are in significantly different timezones, I'd like to review their PRs within the same business day, rather than within 24 hours. The reason is that when the other squad puts up a PR one day, and I review it the next day, they may have to wait up to 48 hours to see my response. This is a slow turnaround.

Put a flag (as we do on reviewers of PRs currently) for the authors of PRs on the PR overview page.
