After migrating from Arrow to Arrow-java, the build documentation needs to be updated to facilitate contributions

apache/arrow-java was split from apache/arrow recently. We still have some remained tasks for the split. This is one of them.

Java documents for apache/arrow still exists in apache/arrow:

• https://github.com/apache/arrow/tree/main/docs/source/java
• https://arrow.apache.org/docs/java/

We want to migrate them to apache/arrow-java entirely:

• https://github.com/apache/arrow-java/tree/main/docs/source
• https://arrow.apache.org/java/current/

This issue focus on https://arrow.apache.org/java/current/developers/building.html / https://github.com/apache/arrow-java/blob/main/docs/source/developers/building.rst . It still refers apache/arrow (not apache/arrow-java). We want to update it for apache/arrow-java.
