HA VM restart host up is not working as expected

problem

When the HA VM restart host up is enabled, it is expected that when an out of band stop of a VM is detected, the VM will be power up again. However this does not happen in cloudstack 4.22

After manually shutting down and HA instance from within the VM, it does not restart automatically.
I only see these events generated again and again. I do remember seeing this work before though.

versions

Cloudstack 4.22 on Alma 8 and Cloudstack Agent on Alma 8 with NFS

The steps to reproduce the bug

1. Create HA enabled VM
2. Ensure HA VM restart host up is Enabled
3. Shutdown the VM from console
4. Events showd out-of-band shutdown detected
5. VM does not startup
   ...

What to do about it?

VM should be started when it is shutdown from within the VM when HA VM restart host up is Enabled
