new feature: Binding Java's createInputStream and createOutputStream should supoort options #7077

There are many options available in Rust core, but they are not supported by the Java binding. This is particularly true for the reader's offset and size, which can significantly impact performance degradation.
Problem and Solution
Make createInputStream and createOutputStream able to access options.
