cleanup: remove separate udp exporter package (#349)

## What does this pull request do?
Removes related code for vending the Python UDP Exporter as its own PyPI
package. After further investigation, we concluded that there is no
performance improvement for using this UDP exporter in ADOT vs native
OTel.
