LLOHandler Processing Logic (#406)

## What does this pull request do?
Implements processing logic for our new LLOHandler component according
to our consolidated event schema specification (signed off by CWL team).

The following frameworks are supported:
- Strands (has native instrumentation)
- LangChain/LangGraph
- CrewAI
- LlamaIndex

The following instrumentation libraries are supported:
- OpenInference
- Traceloop
- Openllmetry
- OpenLit

## Test plan
- Extensive unit test suite
- E2E testing using [continuous traffic sample
apps](https://github.com/yiyuan-he/ai-agents-sample-apps/tree/main)
