"Reset data" button takes the user to Step 1 rather than the landing screen of a fresh install

Description of problem

As of 3564, the Reset data button no longer takes the user to the landing screen of a fresh install of the BCSC.

Expected behavior

Steps to reproduce

1. Complete some steps in the 5 Step setup process
2. Click the Reset data button
