"Changed On" Timestamp is updated when no change is done on attachment

Hi All,
We recently got this issue reported by customer where "Changed On" Timestamp is updated whenever Draft of Parent is entered, even when no change is done on attachments table itself.
I have validated this in SDM backend that "Changed On" timestamp is not getting updated for uploaded attachment for above scenario which is correct behaviour. Although on UI it is getting updated every-time we click on Edit button and then on Save of the entity as well.
This same issue also exists in "attachments" plugin.

I also noticed that when activating a draft, the malware scanner is re-triggered for (all) attachments, even the ones that shouldn't re-trigger the scan (by our requirements).
My guess is that upon activating draft, all attachments are seen as new when changing from the draft table to the active table. These leas to the re-trigger.
