Test jiti as loader and executor #1226
Description
ATM we use bundleRequire to load plugins. This causes slow rc loading and build artifacts created at runtime.
Poc:
- jiti as loader until (inc custom ts config handling)
- jiti as CLI tool (inc custom ts config handling)
