Description
You assume someone reading this is familiar with data sets, NetCDF and terminology like "array-oriented" and "self-describing". But there's an enormous chasm between the introduction and the detail. I suggest adding a section that explains to someone new to all this why you've chosen to base on NetCDF, and what it offers.
That should answer questions I have about whether "lat" and "lon" are the only dimensions, or other dimensions are possible (I assume so, but it's unclear", whether "unit" defined as "K" is because of a standard, or your choice (why isn't it "kelvin"? Could it be linked directly to efforts to "digitise the SI brochure" where units will be defined in some way?)
Material here is good, and could be paraphrased and put into context of why it's a useful starting point for this work, with links to this detail:

Something about standardisation in environmental observations - but you've opened describing health etc, so how valid is it across there?
