location for interactive job file

The submit-intjob script creates the jobfile in a folder that I made on my system which if deployed for all users would have to be created within each users home directory. I think this temporary file could be placed someplace more sensible but not sure where. There is a flag which allows the user to specify a location but I think the default should be some directory that is temporary. I guess it could also just be straight into the home directory too.

Commit dc5984c added a script that works towards addressing this issue. It uses a similar framework as the previous method, argparse in python to utilize flags and generate a help interface, but now also uses subprocess to submit the job without first generating a job file.

In the commit I reference some known issues with this approach so I think there may be a better way to do this but I've hit a wall of my limited python/linux/PBS knowledge. I thought of doing the whole thing in a shell script but it seemed easier to stick with the argparse method to limit bloat and ensure legibility. Open to other solutions or improvements to the current one.
