Improve system integration for Host

This is a spanning issue as we have multiple issuer related to host integration with either windows service or systemd flows.

• AddSystemd should only check for NOTIFY_SOCKET env #88660
• Hit inotify user limit on linux when you start and stop hosts created with Host.CreateDefaultBuilder(args) in a tight loop #63540
• Include support for OnPowerEvent in .net core worker services #50014
• With UseWindowsService, exceptions during configuration aren't reported as service startup exceptions #50018
• UseWindowsService always reports successful service startup even when Host startup fails #50019
• Windows service ServiceBase access for pause/continue support #50021

We should reconsider the integration as such rather then try to solve each of these issues separately.
