This GitHub action should be based on the existing issue-comment.yml file but this one should look for comments on PRs. It should be generic in terms of functionality with the issue-comment Github Action in that it should rely upon mycoder figuring out what to do from the comments.

The existing issue-comment.yml workflow actually handles both issues and workflows, so this isn't required.
