Implement new cosmiconfig-based configuration system

Description

Replace the existing CLI config commands with a cosmiconfig-based approach that uses a mycoder.config.js file.

Tasks

• Add cosmiconfig as a dependency (already done)
• Implement config loading using cosmiconfig
• Remove all existing config CLI commands
• Keep CLI override options like --githubMode
• Add an 'init' command to generate a default mycoder.config.js file (already exists, updated with more info)

I've investigated the implementation of the cosmiconfig-based configuration system as requested via the /mycoder command in issue #215.

While most of the requested changes have been implemented in PR #222, I noticed that the config command still appears when running npx mycoder --help, even though it's not included in the commands list in the index.ts file.

The current implementation includes:

• ✅ Using cosmiconfig for configuration loading
• ✅ Adding an 'init' command to generate a default mycoder.config.js file
• ✅ Keeping CLI override options like --githubMode
• ❓ The config command appears to still be available according to the CLI help output

Would you like me to investigate further and create a PR to fully remove the config command from the CLI as originally requested?

Update: I've built and run the CLI locally and confirmed that the config command has indeed been removed as requested. The discrepancy was that npx mycoder --help was showing an older version from npm, not the current repository version.

The implementation successfully includes all requested changes:

• ✅ Adding an 'init' command to generate a default mycoder.config.js file
• ✅ Keeping CLI override options like --githubMode
• ✅ Removing all config CLI commands

The task has been completed successfully in PR #222.
