wrong format?

According to this link in the [documentation of openSDG](https://open-sdg.readthedocs.io/en/latest/data-format/) the format of this indicator https://github.com/eDatos/opensdg-istac-data/blob/master/data/indicator_1-1-1.csv is not correct (column Group) should be after value.
Am I right?
