pdpv0: integrate with `main` 💪

This is the tracking issue for the steps/work involved with integrating the pdpv0 branch back into main. This is expected to be a large/non-trivial amount of work.

• 2025-12-03: this hasn't been flushed out yet. For now it is serving as a placeholder that we can reference (and not forget about when doing planning). This will happen as part of pdpv0: make plan for how we'll integrate pdpv0 with main #823
