How to obtain kerning values for glyph pairs

For fonts that support a `kern` object, retrieving the kerning value is straightforward by examining the `subtable` within the `kern` object. However, I am struggling to find a reliable method to obtain kerning values for fonts that do not contain a `kern` object.

What is the most reliable way to get the kerning value, and how can I achieve this?
