Introduce line based commit splitting #11441
Description
This should be mostly a UI change. Our move_changes_between_commits (function name is from memory so it might be wrong) uses the diff specs which already support specifying down to the line level - so it should be a small change to expand our commit splitting capability from being hunk based to line based
