Misleading docs about managing spending limits

What part(s) of the article would you like to see updated?

The page references links that do not exist, specific around "Manage Spending Limits". I presume this is supposed to be "Budgets and alerts" but honestly I'm not sure. The directions can't be followed sadly.

@evanphx Thanks for opening an issue! Since I'm not an organization owner, I can't check this directly, but what I fear is happening is that this is another victim of the billing menu changes that have had an ongoing and uneven rollout for the last couple of months. I'm going to have to find someone else to confirm, but if it's what I suspect, it's a problem of the docs being left in limbo because of decisions made by another team. In that case, there won't be a fix beyond me adding this to my internal tracking issue to make sure it all eventually gets addressed.

I hope it's not that. I hope it's something that I can just work on updating for you, because I know it's a really frustrating thing to have inaccurate documentation for.

@Sharra-writes No problem, totally understand when it's out of your hands. I've figured out what I needed (adjusting Action Artifact limits) but just wanted to be sure the next person had the experience GitHub wants!

@evanphx There are plans to update this internally! In the meantime, if anyone else comes by and needs help, the writer I talked to recommends the article on preventing overspending.
