Add cmake -fvisibility=hidden to API BC job (#1054)

Add cmake -fvisibility=hidden to API Backward compatibility job.
Disable building tests as not needed there.
Build type also changed to RelWithDebInfo.
Needed for better report. Many internal changes
will be hidden now. Only public changes needed in report.
